The highest level of access and customization within External User Manager is reserved for EUM Admins. As an EUM Admin, you're able to control all Guest Access settings within EUM, create and manage Onboarding Procedures, and institute Access timeframes and evaluations.
The person who sets up External User Manager for the first time is automatically assigned as the EUM Default Admin (not to be confused with the Teams Admin), which can be more than enough for small organizations; if you're in charge of a larger structure, however, it could be useful to have several EUM Admins who can watch each other's backs.
Let's go through the process of adding additional EUM Admins and explore some of the privileges that these users will receive.
⚙️ Add New EUM Administrators
Navigate to Settings > Expert mode > Administrators.
Click on + Add an administrator.
Type in the Name of the user that you'd like to grant Administrative Privileges to. Note that you can add more than one Admin at once.
Click on Add.
Your newly added Administrator will appear under your name in the Admin List.
If you want to remove an Administrator from the list, simply click the X icon next to their name.
Now, the person you've added will have all of the same Administrative Privileges you do.

As an EUM Administrator, you'll be able to:
Install and configure External User Manager on your Microsoft 365 tenant, enabling structured governance of external user invitations and onboarding.
Implement Request and Approval Flows by assigning approvers who must review and greenlight guest invitations before they join a Space, in addition to being able to approve new guests themselves.
Create and manage Metafields such as text boxes, dropdowns, or checkboxes, to collect additional information from requesters or external guests during the onboarding process.
Add Onboarding Media like documents, videos, or policy texts to the guest onboarding flow, ensuring that guests read, acknowledge, or electronically sign required materials.
Establish structured Onboarding Processes that combine approvals, metafields, and onboarding media into guided flows for external users.
Define and enforce Naming Conventions for guests, using prefixes, suffixes, or metadata values to clearly identify and standardize external users.
Schedule and conduct Access Reviews to regularly validate guest memberships in Teams and SharePoint, with automated notifications and approval workflows.
Import Existing Guests already present on your Microsoft 365 tenant into External User Manager, bringing them into your governance infrastructure.
Monitor Insights and Analytics with dashboards and reports that provide visibility into guest requests, approvals, onboarding activities, and access reviews.
